How the Enhancing Oncology Model CBD Benefit Works

The Enhancing Oncology Model (EOM) is a CMS Innovation Center program in which oncology practices take on accountability for the cost and quality of care for Medicare cancer patients. As of April 1, 2026, EOM participants can elect the Substance Access BEI benefit, allowing them to provide qualifying oral CBD products to eligible patients at no charge. The annual benefit is $500 per patient.

Your practice must submit a CMS implementation plan and receive approval before distributing any products. The plan must describe your product selection, dosing, patient eligibility criteria, and safeguards. We provide sample plan language for each section. See innovation.cms.gov for program details.

What CMS Requires from Your CBD Supplier

Your implementation plan must demonstrate product compliance. CMS reviewers look for: Certificates of Analysis confirming THC limits (delta-9 under 0.3%, total THC under 3mg/serving), independent third-party lab testing from an accredited lab, Farm Bill compliance documentation, and supply chain traceability. USDA Organic certification is an additional quality marker that strengthens supplier documentation.

Why Oncology Clinics Choose Wholesale Hemp Farms

We're built for this. Our documentation package was designed specifically to support CMS implementation plan submissions. Every wholesale partner receives: batch-specific COAs with full cannabinoid, metals, pesticide, and microbial panels, USDA Organic certification. State hemp license, Farm Bill compliance letter. Product spec sheets. Sample implementation plan language. And lab accreditation documentation.

Our oral formats, gummies, tinctures, and capsules, are all compliant. For oncology patients specifically, tinctures are often the most practical format: no chewing required, easy to dose, can be mixed into beverages for patients with nausea or swallowing difficulties.
