The Substance Access Beneficiary Engagement Incentive (BEI) program officially began April 1, 2026. Two of the three program types went live on this date: ACO REACH organizations (serving general Medicare patients with chronic conditions) and the Enhancing Oncology Model (serving cancer patients). The third type, the LEAD Model for long-term care, starts January 1, 2027.
The program allows participating physician organizations to provide up to $500 per year in qualifying oral CBD products directly to eligible Medicare patients at no charge to the patient.
